These terms govern your use of opensam. By using the site you accept them. If you do not, do not use the site.

opensam is published by Tom Abeles, an individual, not a company.

Not a government service

Not affiliated with, endorsed by, or operated by the U.S. General Services Administration, SAM.gov, Grants.gov, or any federal agency. opensam is a private site published by an individual. Nothing here is an official communication from any agency, and no decision made here has any effect on a federal procurement or award.

The name describes what the site reads, and claims no relationship with SAM.gov. If you need to register as an entity, respond to a solicitation, or apply for an award, do it on the source system.

Where the data comes from

Everything opensam shows about an opportunity is public federal information, retrieved from SAM.gov and Grants.gov and restated here. The notices come from the public extracts each source publishes in bulk. The attachments come from each source's public endpoint for the notice they belong to. Neither is retrieved with credentials, and neither is scraped from a page.

opensam does not own that information and claims no rights in it. Each source publishes it under its own terms of use, which govern how it may be retrieved.

What opensam is

opensam collects public federal funding notices — contracts, grants, and research funding — from SAM.gov and Grants.gov, restates them in one format, and adds an AI-generated summary and headline to each. You can search and read all of it without an account. It is a way to find notices, not a way to bid on them: every application happens on the source system.

Accounts

An account is free. It exists so the site can remember what you save: your searches, your shortlist decisions, and your feed preferences. You sign in with a link sent to your email address or with your Google account, so keeping that address and that account secure is what keeps your opensam account secure.

You can close your account at any time by writing to legal@mail.open-sam.com. Tom Abeles may close an account that breaks these terms.

Acceptable use

While using opensam, do not:

• Scrape, crawl, or otherwise pull data at a volume that degrades the site for other readers. The underlying notices are public — take them from SAM.gov and Grants.gov, which publish them in bulk for exactly this.
• Try to reach accounts, data, or systems that are not yours.
• Break the site, or work around its sign-in or any other protection on it.
• Use the site to break the law, or to send anyone unsolicited email.
• Represent opensam as a government service, or as speaking for a federal agency.

Accuracy, and where the real record lives

SAM.gov and Grants.gov are the authoritative record. opensam is not.

What you read here is a restatement. Every notice passes through processing that can change how it reads, and can be wrong:

• The headline and the summary are AI-generated. A model wrote them from the notice's own text. They can be incomplete, or wrong, or miss the part that matters to you. The reader marks the summary with a sparkle, read aloud as AI-written, for this reason.
• Titles are reformatted. A title published in capitals is rewritten to ordinary case, and a solicitation number the source put in front of it is taken off. Either can change how a title reads or how it is found.
• Deadlines and other facts are parsed from source fields. A parse can fail, and a source field can itself be wrong or later corrected.

Before you spend anything on an opportunity — time, money, or a bid — read it on SAM.gov or Grants.gov and rely on what you find there. Nothing on opensam is legal, financial, or procurement advice.

Availability

opensam makes no promise about uptime or freshness. The corpus is as current as the last successful run of the jobs that fetch it, and a failed fetch means older data rather than an error page. The site may change, be interrupted, or stop entirely, without notice.

No warranty

opensam is provided as is and as available, without warranty of any kind, express or implied. That includes any warranty of merchantability, fitness for a particular purpose, non-infringement, and any warranty that the site or its data is accurate, complete, current, or uninterrupted.

Limitation of liability

To the fullest extent the law allows, Tom Abeles is not liable for any indirect, incidental, special, consequential, or punitive damages, or for any lost profits, lost revenue, lost opportunity, or missed deadline, arising out of your use of opensam — including a bid you did not make, or made on information that turned out to be wrong.

Changes to these terms

When these terms change, the text and the effective date above change together. This page is always the current version. Using the site after a change means accepting it.

Governing law

These terms are governed by the laws of Washington, without regard to its conflict-of-law rules.
